He is the leader of those who survived the plane crash and so he has a lot of other duties. He did not treat Kate very well, though as much as she still loved him, she could not help but feel as though she was always second best. Jack's priorities were the safety and happiness of everyone else on the island and he did not appreciate Kate as he should have. One day however, he looks around at all the couples and realizes he never told Kate that he loved her, he never even held her. He asks for a second chance but it may be too late for Kate because she could not possibly know, that even though he didn't say it...she was always on his mind:D
